Police Officers Debate Whether To Ticket Driver That Struck Woman On Bike

We are often asked how and why police officers make the decisions they do about whether to ticket a driver that has struck a bicyclist. Here is body worn video with audio of Champaign, IL police officers discussing whether to ticket a driver that just struck our client while she was biking. The first officer gets it right noting that she was "already in the crosswalk and all the way through the intersection" when she was hit. Unfortunately, the sergeant talks him out of ticketing the driver because he thinks crosswalk riding is illegal in Champaign (it isn't), and based on the erroneous assumption she was riding at a blistering 20 to 25 mph, which she most certainly was not.
